Default b20 integra high idle issue

Whats up H-T so i have a 94 integra swapped with a b20, ever since the first start up on the engine it has a high idle, it revs up to 2,000 rpm and stays there constant, i have already looked for vacuum leaks and cant find any, also have already checked for a clogged cat, i have literally triple checked the manifold for everything going where its supposed to, the engine has a new intake manifold gasket, new throttle body gasket, new vacuum lines, the car drives fine except for the idle it has no hesitations what so ever i drove it about 40+ miles on the freeway also has no cel codes on the ecu, please has anyone had a similar situation, i have never ran into this before im stumped any advice would be greatly appreciated.

See if any plugs are switched like the map and tps sensor. Check to see if the throttle cable is too tight.
