Possible fuel issue more insight needed!

Default Possible fuel issue more insight needed!

I recently acquired a 91 civix hatch with a b17 mated to a cable b16 trans, running off of a pw0 ecu all obd0 still. I'm having an issue on cold starts mostly. I have to prime the fuel pump a number of times (I.E. Around 25) to get it to fire. The car will crank if I allow it to prime once and attempt to fire but will not fire. I have replaced plugs when I got the car, did a fuel filter hoping this would clear this issue up. No dice, I've changed the fpr from some aem one that was way out of spec for an oem one. And I finally changed the fuel pump out for a walboro 255 that was in the interior of the car when I bought it(hoping they bought it to solve said issue but never got around to it.) I understand it could be the fuel pump still due to the unknown condition of the walboro. Again if any more info is needed I will attempt to respond as fast as possible to try and help someone shed some light on this issue. Thank you in advance!
