Default Bouncy Idle and overheating.

I went through the bouncy idle/overheating issues troubleshooting info and I did not see the answer to this problem.

I removed the thermostat and filled the radiator. I took the bleeder valve off and no liquid is coming out, only steam. It over heats and the idle is bouncy after the engine warms to operating temperature.

I verified with a block tester that I do not have a blown head gasket. The oil is not milky and I can not tell if bubbles are coming out of the radiator because there is a constant flow out of the radiator fill hole when it is at operating temperature.

I was thinking it may be a possible water pump issue or blockage somewhere.

I am not a mechanic. I am only going off of the troubleshooting guide on this site and your advice.
