Check the wiring of the VSS and up into the back of the gauge cluster for damage.
DO NOT UNBOLT THE FUEL GAUGE!

If your car is shifting erratically this is not from the VSS. The VSS only controls certain downshift points, upshifting is determined by the TCM by monitoring the NM/NC sensors on the right side cover. If you have erratic or harsh shifting, pull those out and verify they are clean and free of slurry.

IIRC on the VSS there are three wires, black for ground, Orange for signal and the other color for power.

Using a voltmeter monitor which wire has the 5V reference, if you can raise one of the drive wheels up off the ground, place the car in 1st and chock the other wheels.
Watch the voltmeter when on the reference wire and see if there are any erratic changes. If so then you know it is a wiring issue. Find the short and fix.
If no issues with the wiring is found then the gauge may be faulty.

I had a similar issue with my 95 accord just this past December. It turned out to be the speedometer unit itself. It was a fairly expensive repair, about $500 from the dealer, because they had to send out the new speedometer to have the mileage rolled up which was an additional cost from a third party. The speedometer itself was in the $300s. My transmission was shifting weird when my speedometer wasn't working, but since fixing the speedometer I haven't had any shifting problems.

If you really want to save costs, you could buy a junk yard speedometer and have someone install it or install it yourself. If you do this, though, you could run into the same problem down the road.
