Hello, I just bought my civic two weeks ago and I was looking under the hood the other day and seen this box taped up to some hoses, this is my first car and i dont have much car experience, i was hoping anyone could tell me what is it. (the silver box with a wire coming out if it) thanks in advance.

 

I see some text on the box. Remove the tape and read it.

As for what it ACTUALLY does... is 100% pure nothing. It's another "cheap performance chip" scam, often seen on eBay. I'd carefully remove it, and throw it in the trash. It could actually harm your car's electrical system if left in place.

It's an external hard drive. It's keeps a backup of your cars performance and stuff...
