Default Freon on my compressor

Aloha everyone. I noticed that theirs freon on my compressor near the hoses but not exactly where they connect to the compressor. Its like below it. Wen u pop the hood u can see the freon on the compressor and was wondering if my compressor is shot or not

Ac seems to consistently blow cold and compressor cycles every 7 to 8 secs

You got a leak and if it cycles every 7 to 8 seconds it means you're low on freon.

To be clear, it is not freon, the refrigerant, [R134a] will evaporate as soon as it hits atmosphere, [less then 50 PSI] what you see is refrigerant oil and yes, you have a leak, as mentioned "short cycling" is a sign of low refrigerant.
