2000 LS idle issue. OBDII EACV test?

Where's RonJ@HT with a fancy schematic or procedure page when you need him?
Long story kind of short:
Took a 120mi road trip on Monday with zero issues. Motor's been in for 9 months with no problems. After I got back and the car cooled down it now has a roaming/high idle (2500-3000 RPM) when cold only. Once it's warm it stays dead steady it about 600-750 RPM.
If I unplug the EACV when it's cold and bouncing the idle drops down to around 1K but it's a little bouncy (+- 250 RPM). If I remove the intake and plug both holes in the TB when warm the car dies as it should.
Should I just clean the EACV or is there something else I should be looking at?
I'm all for diagnosis over guessing.

over time they get gummed up but just 9 months i'm assuming you had it apart and cleaned it. That sounds like a vac leak 100% 2-3k idle is nuts and when there is a vac leak it will certainly roam as you're describing. have a good look at all the nipples/ports on the intake manifold see if something came loose and on the other end too. by that I mean at the booster but also where the line from the booster goes to the intake mani.

No vac leak. If it was it wouldn't die when I plugged both holes in the TB, and wouldn't idle normal when warm.
I DID test with a butane torch, (same idea as starter fluid) and removed/reinstalled all hoses in the vac system and checked for cracks/worn spots. I even checked the tb to intake mani for tightness and mani to head for the same.
I know they get gummed up but how would that cause this? Valve stuck open? I never did take it off and clean it when I did the swap. Donor car only had 75K on it. I mean it's no big deal to clean it but I'd rather test first if there's a way.

PoSt a pic of your motor. Throttle body area and intake manifold area.
Is it on a chipped ecu or stock?
Timing spot on? Mechanical and electrical?

If youre talking about the idle air control valve you need to bench test it applying 12v to the iacv and obviously a neg. it should click open and closed. Check for it sticking in certain spots

Electronic Air Control Valve. Everybody calls it an IACV.... but.... ready?.... gonna blow your mind

Honda calls it an EACV it's the same thing. Different OBD terminology from what I understand.
Can you visually see the valve butterfly when looking in the two holes everybody cleans to see if it's closing all the way or just listen for the click, clean it if it clicks and cross my fingers??

SO I go to take some pics and found something I never noticed before... because I wasn't expecting it.
I pulled this motor out of my mother in laws 2000 Integra LS. Her AUTO Integra LS.
In 2000 Auto tegs still have FITV. SO I plug bottom hole when cold and boom. Steady as fawk. Gonna remove, clean, and adjust FITV, if that doesn't help I'll find a manual FITV

I never even looked for it becasue I "KNOW" 96+ doesn't have FITV... who the **** drives automatics!

The EACV is identical to the manual one sooooooo.... I'm guessing you're drinking today, that one made no sense even for you LOL.
I just had no clue auto's still retained a FITV after '96. I don't *** with autos LOL.
