2007 Honda Accord, Radio Unlock Not Working
I have a friend with an '07 Accord. She disconnected the battery to replace a headlight, and after reconnecting the battery- the navigation/radio is locked.

Is there a quick fix for this? All my Honda knowledge stops at around 2000.

If the radio unlock and then re-lock, then have her check that the battery cables are connected securely to the battery. Terminal connectors pushed down all the way and tighten securely; but, not over tighten.
In addition, check under-dash Fuse No. 5 (10A), No. 32 (7.5A), and No. 7 (10A).

She does not have the physical card, so she did enter the code listed on the radio.
The numbers retrieved from the radio are the device serial number. With the device serial number, car's VIN, she can then get the unlock code from the Honda dealership or Honda America. The unlock code is necessary. If she has the unlock code and it relocks, then what I previously posted in this thread should be checked.
