So I figured I'd also install the tie bar while I'm under the car and the bar is so long the holes don't even match up with the control arms. it's about an inch longer on each sides. But the sticker on the tie bar says '94-97' accord. Is this just a wrong bar or are you suppose to install it some other way i've never heard of?

Nope. Lowering it won't change the position of the control arm bolt positions though...
