And, all fuses look OK at first glance. *this is the car that was stolen.

What next to check?

What fuse did you check? Use a multimeter. Click the Fuses link in my signature.

1995 Civic EX "EJ1"

... I pulled them all out, and visually inspected. None appeared blown. Will check link, I am on my mobile phone.. which fuse is supposed to be what amperage, as a shortcut?

Ok.. I am on laptop now. Opening up Fuse 15 TSB....

If I get the batteries in my multimeter, are you suggesting that one fuse may in fact be sht?

The FAQs sticky has fuse box diagrams. Pay a visit.

Dash fuse 23 is what you want to test.
