Crank Angle Sensor on the B-series is in the dizzy.
One site said to check all the pins and wiring to be sure none got bent or broken.
I know you said you swapped the dizzy but the code is for a sensor in the dizzy.....

Crank angle, cylinder position and the TDC sensor are all inside the distributor.
Crank fluctuation is what's down by the oil pump.
You have something wrong inside your distributor.

You said you had the setup for 3 yrs, and then you said the dizzy is new. how long have you had that dizzy and when did this issue with you not being able to rev past 4500rpm begin.
yes had the set up for 3 years.. while goin up my driving i scrape and killed my car then when i start it up it wont pass up 4500 then bought a new dizzy and same happen
I'm totally confused at what the situation is....you didn't even diagnose the issue and assume a new dizzy would solve it? Either you scraped the bottom of your car or you hit a pretty decent bump and knocked something. You're gonna have to trace those wires back to the ecu and diagnose the sensor as well to see whats going on.
Is this distributo "new" or from a known good "source".
