Rough spots when turning rear wheel by hand

Default Rough spots when turning rear wheel by hand

I have a 97 civic. If I jack up my rear wheels and spin them by hand the driver side will spin for a really long time with one push while the passenger side seems to hit a rough spot every 180 degrees or so. I thought maybe it was bad bearings so I replaced the wheel bearing. Problem is still there but while doing that I noticed its only happening when the outside of the drum brake is on. I dont visibly notice anything bad. Would you suspect the cover is warped or something else is possibly bad on the brakes that I should look into?

It's likely the brakes. Break them down. Clean and grease the clevises. Check the pads and drums. Replace if necessary. Reinstall. Then go from there.

Your rear wheels aren't supposed to spin for a long time. The wheels are supposed to spin around maybe twice if your e-brake is adjusted properly. Sounds to me like your e-brake isn't properly adjusted.
