Locking/vibrating drum brakes

Icon2 Locking/vibrating drum brakes

My brother had this 94 ex M/T for three years before giving it to me. That was two years ago. Now after five years I decided to do a brake job. I have new rotors and pads in front and new drums, shoes,hardware, and wheel cylinders in the rear. Now the rear drums lock up under heavy braking (the car fish tails). I loosened the adjuster and they still lock up. There is also pulsation and noise coming from the back. They almost have a grab and go effect. I swapped out new drums at the parts store just in case they were warpped but I still get this problem. Could this be the result of bad/warped wheel bearings? The bearings don't make any noise.

When you raise the wheels off the ground can you turn them by hand?

Yes I can turn them about 3/4 of the way very easily and then 1/4 of the way it gets harder. It's the grab and go effect I mentioned earlier. Both wheels do this. It grabs "grabs" on the same part of the rotation every time.

How about the ebrake cables. Do they move freely?

Ebrake works fine. I changed the wheel bearings to some I had laying around and the vibrating was SIGNIFICANTLY reduced, but it's still there. It isn't too noticeable anymore but when I slow down to a stop I can still feel the grab and go effect just a little.

If replacing the drums didn't solve the problem, I'd try replacing the shoes as well. Also, did you properly adjust them? Only grabbing for 1/4 of the turn says something is warped, but a wheel bearing wouldn't cause that.
