Hood Release Cable Stuck - 96 Civic

The stupid plastic on the hood release cable broke off, so I bought an aftermarket replacement level to attach to the OEM cable.
Well, I tried installing it today and when I was trying to remove the excess plastic on the cable, the cable got stuck and now my hood won't close.
The cable it stuck in its outwards position, as if you were pulling on it. Did I just mess up the entire cable now? Anyone have this problem before? How can I get this cable to operate correctly?

I decided to go to O'reilly's and buy the assembly for $15.
The previous cable was damaged, probably from me trying to pry off the plastic.
The new cable was easy to install, took about an hour. But, the lever in the cabin is very stiff and you have to tug on it to get the latch to open. Is there a loosening screw somewhere? Something I'm missing maybe?
