Default 2000 Civic D16y8 ECU

Hey everyone! New to forum. I have a 2000 civic ex sohc vtech. I had taken the Motor out and had everything machined. Motor had spun bearings and really jacked things up.
My question is relating to emissions considering no scanner will connect to my ecu through obd port. Im unsure if the p2p-a12 is chipped or not causing it not to communicate. When i bought car, previous owner left obd1 computer in trunk so god knows what the fella was doin with it. My intentions on rebuild is to bring back to stock.
INSIGHT IN NO CONNECTION?

You can't chip an OBD2 ECU. Check all of your fuses.

Ok i will do that tomorrow. Another thing weird is that gas light doesnt come on when car is low. We let idle and run out of gas to be 100 percent sure. Is that communication error with ecu? Or could that also be fuse problem?

The cost of chipping an obd2 is just not worth it.

Yes NAR, its possible just not worth the cost.

Everything I've read is that it's theoretically possible, but not realistically possible or something. I don't remember the details.

No, it's normal for the gas light to not come on.

Yeah its just not worth it because

A) its burn once only chip, so if the tuner ***** it up, he will have to burn another

B) too damn expensive.
