Default Fuel pressure issue

I have been working on my 01 civic EX and it has finally stumped me. It wouldn't start, it would start for a quick second on starting fluid so everything else is fine. I am getting no fuel, which is fine, easy diagnosis and repair, so I thought.

I pulled the line off at the assembly underneath the rear seat, fuel would flow out from heat expansion pushing the fuel out so no clogs there. When I click the key on to prime it the pump will run for three seconds just fine, but it would push no fuel. Heard a few gurgles but nothing else.

Replaced the fuel pump but no success. Replaced the regulator and still nothing. Have I missed something? What else could cause no fuel pressure with a working fuel pump?

Measure the fuel pressure. The filter may be clogged.
