idk whats what help

So I have a b18c block with the stamp p72-2 on the head so is the head jdm or usdm and will it run on a p28 ecu or does it have to be p72 ecu

It will run on the P28, but it will be pretty crappy and possibly not safe.

If you have a P28, you can have it chipped to (mostly) run the GSR, but by far the best ecu for a stock GSR motor is... a stock GSR ecu.
