Default brain teaser

i have a 97 accord lx. my headlights turn on by themselves. its only the low beams. no highbeams, taillights, parking lights, ect. i've changed the headlight/combination switch, and they still havent stopped. fuses are good. however, when i turn the key to the on position the lowbeams turn off right away. then when i turn my switch to the ON position or even just flash my highbeams, a fuse blows, my cluster meters die down, and i get a random beep and clicking from under my steering wheel(sounds like a relay or something electrical making the clicking noise). i have no clue what this could be anymore. a wiring diagram would be usefull.

Only noises should be from the headlights on and key chime when you open the door.
Have you checked for an old alarm installation?

no there is no alarm. the door is closed and i could be driving down the road and the clicking and beeping starts and is completely random.

The issues may be caused by a short in the wiring (for example, wiring touching other wire or body ground) at the 20-P blue connector (Connector C413), located under the driver's side dash, above the left kick panel.

The fuse that keeps blowing is the fuse #1 in the interior fuse panel. That fuse is a 10amp and its for back-up lights/meter lights/turn signals. Checking Connector C413 now and will post back

i checked my (c413) conector. as far as i can see it has no corrossion, crossed wires, or damaged insulation.
The low beams both turn on at the same time, which leads me to beleive the short is beyond where the harnest splits off to travel to each side.
The second i turn the ignition on, the lights turn off, which leads me to beleive it also has something to do with the ignition.
At this point im open to ALL suggestions/theories. please feel free.

Some wire shorted. Follow the Entire headlight wire harness and see if there's corrosion or some hot wire. My advice.
