Icon2 2002 Civic GX Transmission Behavior

I have a 2002 Civic GX. (Natural Gas Vehicle) I need to know how the transmission should behave. It seems like it does not start in a low gear and then shift up as I accelerate. I think it starts in 2nd or 3rd. I think it should start in 1st, then move to 2nd, and then on to 3rd. (Sounds logical to me, anyway.) How should it behave if it is working properly?

Check the ATF level. If it's fine, then do 3 drain-refill cycles with a short drive between each cycle.

I have that same problem with my 2001. Let me what you find out. I've been researching this for days. With no luck
