Default B18c1 ek no fast idle at cold start until warm

Hey! Im goin round and round with this and havent figured it out. Hoping maybe someone can help a bit. I have a 00 dx hatch with a 96 b18c1with skunk2 intake and tb. Chipped P72 obd1 w conversion harness. Runs off software no o2 sensor hooked up.

My problem is i get no fast idle during cold starts. When i warm it up it starts as it should w the fast idle.

Cold start idles at 600 or just dies if its too cold. Can the iacv stick when cold.. ? Ive tested the plug has power i can hear it when acc is on. Thanks

Thinking out loud here, I need to ground out iacv to test if it will open when cold. I donno if some corrosion in the ecu can cause this or what

could be the ecu. too rich at cold. I had a similar issue and had to lean out the ecu mapping when cold
