Default 96 Civic EK9, Headlights and Dashlights NOT Working

Ok, so this post is mainly for my close friend. He picked up this 96 civic dx, hatch, with a b18c5 in it. After a few fixes on it we have ran into a problem we cant fix. The headlights and dash lights stopped working... They both worked but now they stopped. Heres what we tried to diagnose, we replaced the headlights from 10k HIDs, to stock, then back to a brand new pair of 10k HIDs, we checked all fuses and relays, checked the batter connection, replaced the headlight switch, and now were left with no headloghts and dashlights still. The fuse box was relocated from the bay to the glove box, so I was think a bad connection in the fuse box. But im also considering a short in the stock wire harness for the headlights, but havent figured out what it could be for the dashlights. Could really use some help, thanks guys.

You're kinda screwed because of all the custom wiring it could be anything. Sad to say but you're going to have to go back and triple check everything that was done.
