low brake fluid/fluid found at rear parking brake area

The brake light was staying on in my wife's 2005 Honda Accord. I checked the brake fluid and it was really low. The first thing I did was pop the tires and look at the pads. It hasn't been too long since I changed the pads and they looked fine. Definitely not low enough to cause the reservoir to be as low as it was.
So I started inspecting the master cylinder and system for leaks. The spring area of the rear passenger side parking brake has fluid. It didn't look like a leak from the caliper, just fluid where the parking brake engages.
So, there was fluid on the spring and bolt in the image above and below the spring.
Any idea what might be going on? The brakes seem to work fine and the parking brake works fine. The leak seems to be a very slow leak.
