how does top of door panel go on door ?

the top of the door panel has a rubber lip or seal across it, does that rubber lip go against the top edge of the door ? or does it go over the edge of the top of the door ?
like does the rubber lip stay on same side as door panel ? just pressing against the metal top edge of the door ? or do you supposed to overlap the metal edge of top of door with it?
cause i'm having trouble getting the door panel to go all the way down, mostly on the end of the door, and it sticks out and is in the way when people try to close the door, the plastic clips don't seem to hold enough, maybe they are'nt long enough ?, cause i got universal ones at autozone, i was just going to drill a hole and screw a pointy screw to hold it down at that end, but i also want to make sure i have the rubber lip positioned right on the top of the door panel, cause might have something to do with why its not going down all the way?
also, i am trying to find out exactly which plastic clips i need for the door panel ?, but majestic honda website does'nt show all of them that i need?, i think each door panel needs like 9 or 10 plastic clips or so ?, but i don't think they are all the same, i think maybe 1 or 2 are slightly different ? maybe longer or something ? does anyone know?

ok, thanks for comfirming that for me,
if it does, then thats my problem why the door panel is'nt on all the way, cause i had the rubber lip just pressed against the top metal edge of the top of the door, not over it,
also, the rubber lip goes behind where that gray trim piece snaps on, which the seatbelt runs through, and where you slip the seatbelt out of that gap when removing door panel, theres a hole in the part the rubber lip is on, plus a hole in the metal bracket where that gray trim piece snaps into, is there supposed to be a screw going through both those holes holding the rubber lip part to that bracket the gray trim snaps into ? (sorry if it sounded confusing)
another thing, when i try putting the screw to hold the panel down, which is on the rear end of the panel, there is nothing for the screw to screw into on the other side of the hole in the panel ?, what am i missing for that screw to go into ?
