Default 99 Civic - Power Door Lock Issue

When i push my keyless remote my doors will barely lock, if at all. They won't unlock using remote Its like there is not enough power to make locks function by pressing the keyless button. everything works fine with manual key. i replaced the drivers actuator, replaced remote battery, checked fuses and keyless unit under driver kick panel to make sure its connected correctly. also have replaced battery and alternator recently. I've been using the key for a while now. just got around to finding keyless problem. any and all suggestions are welcome, thanks.

Do the doors lock and unlock fine using the lock switch on the driver's door?

Yes. The key locks and unlocks doors on both sides. The inside switch works to lock and unlock. It's only when using the keyless remote there is a problem. It moves the locks just barely. If I push it enough times it will lock and horn blows, but it takes 10+ times

This^ information tells you that the battery, actuators, and fuses are/were fine. The problem is probably the control unit itself. You can verify by doing the service manual input tests for the control unit.
