Icon6 Intermittent hesitation around 2000RPM

98 civic ex all stock 210000 mi. When slowing down for a light engine rpm around 2000 instead of stopping the light turns green and when i try to accelerate the engine goes to an idle. The car does not shut off but will not accelerate. Lift off the throttle completly and then it may come back about 3 or 4 seconds later. Doesnt do it every time. Sometimes hard to start. Car runs great at 3000rpm. No CEL. Fuel press good. Checked TPS, MAP sensor, replaced PCV with OEM, no vacuum leaks, replaced IAC valve, checked O2 sensor. Found secondary winding of coil to be out of specs replaced with OEM. If the car will not start next i will try the CKP sensor. Anyone have this problem please help, thanks
