brake light problem help

brake light problem help
92 civic hatch back when i turn the lights on my left brake light stays like its braking without pressing the brake
however when the lights are off its fine
im guessing something is causing it to not have it use only the single filiment on the bulb
its not the bulb because im changing them and noticed its happening with both old and new bulbs
