Default Block heater tripping circuit breaker - 1994 VX D15Z1

I began using a block heater in my VX several years ago, but took a two year break after I moved. I hooked it back up this weekend, but it did nothing. I checked continuity on the power cord and found a break. I replaced the male plug and it checked out fine.

When I plugged it in, I heard it come on (I could hear the element warming up), but after about 15 seconds, there was a spark between the cord and the cat, and the circuit tripped.

Is this likely a faulty cord, or do I need to replace the heater element? What steps can I take to diagnose the issue and/or confirm failure of either the cord or the element?

I'm hoping it's the cord, since that's simple. The heater itself is a pain.

Be safe. Replace the block heater.
