Default MAP sesnsor diagnostics

I have a MAP sensor diagnostics question on a 2000 CRV with 2.0L B02Z. I'm not getting any codes on my scanner, but while looking at other things to trouble shoot rough idle I tested the MAP sensor. The scanner shows 98kpa (atmosphere) and it never changes. I have 5V between the ylw/red & grnd. When I pull a vacuum on it (tube & lung power) I dont get change in voltage. Am I correct in calling that resulat a dead MAP sensor? Thanks!
