Default 98 civic ex lag start on crank

My car has a lag on crank to start it up. Like the starter is lazy or something. It kinda starts a bit slow then picks up fairly quickly though. At times it has a small bog sound. The motor does start up but its weird. I was told the starter is going bad.

but,

I have had the starter, alternater and battery checked, they all test good.

Any other ideas on the reason why it does that?

Maybe a draw on the battery when your starting it up or something. Just for *****, have you checked the voltage on the battery upon startup?
