Icon2 Tail Lights and Gauge Cluster Won't Light Up

Hey guys, so my little brother just bought another EF hatchback and like his first one, this one's tail lights and gauge cluster light doesn't work. He's tried to figure it out before but just ended up wiring in LEDs. He knows the two are on the same circuit and whatnot. But before he tears apart the car to see if he can find a short, I was hoping you guys could give me some insight that I could tell him. Is it possibly the dimmer switch that's bad and causing this? Anyone else experience this?

Are they getting power?
Are they getting ground?
Do you detect a short when you test?

I'll ask him and see if he's used a multimeter on it yet and get back to you.

check fuses, normally Honda likes to run all the power from the lights from one large fusible link, through the switch, then to the individual fuses for the head lights, running lights etc. The switch normally will split the circuits into high low beam, and everything else, then the dash illumination controller runs off of the parking light circuit. You need to verify power is making it through the switch when it's in the parking light position, if it isn't and there is power on the large white wire that feeds the switch from the fusible link, then it's internal to the switch, the mid eighties to 90's switches were bad about the contacts wearing out over time,

Okay I appreciate the information. I told him to run some tests and then get back to me so I can let you guys know. The car isn't even on the road yet, he also has an EG. I'm away at college right now so I can't even troubleshoot it myself. Just trying to help him out because I know how useful this forum can be.
