Funny idle while shifting gears?

Just picked up a decently clean Accord. Runs great, however it has an annoying idle issue. While shifting, the rpm's will take forever to drop. Previous owner told me his mechanic raised the idle a bit due to it idling too low while the AC was on. Car will idle around 1.5k and then the normal 1k or so. Although in the video it seems like it isn't bad, I let off the clutch quick just so it can settle fast. Here is a video. Where should I start?

If the car is idling higher than normal, check the FITV is correctly adjusted. Accord FAQ at the top of the page for writeup on how to clean/adjust. Check the IACV is functioning correctly as well.

The idle now is fine, I adjusted the throttle body cable. However, the rpm's take a bit long to settle once I go to up shift. Maybe it's me being **** as heck. I will try to get a better video up.

The cable is not how the idle is adjusted. Cable adjustment is just to remove slack from the cable when it stretches.
There is an adjustment on the TB that should really never be messed with, usually has a yellow paint mark on it, as if there is a problem with the idle it is usually something else.
If your idle is taking longer to come down, you may want to verify that the thermostat is correctly functioning. If it takes a long time to idle down it may simply be that the car is not warming up. Where does your temp gauge usually point to? A thermostat failed in the open position may never properly heat up.

x2 on resetting base idle. The previous owners mechanic adjusting the idle stop screw was not what should have been done to resolve the previous issue of a low Idle RPM.
Sounds like the IACV or FITV were probably dirty and he didn't have a clue about cleaning them. That or if could have been an EGR issue.
There is no reason to adjust the idle stop screw, unless you have aftermarket parts installed that require adjustments.
Once you have the base idle reset you can trouble shoot any underlying issues.
