Need smog help please
A little history. I bought the car and had to put a head on it, I have no idea how long it had been sitting except that the tags expired Dec. 2013. I put on a rebuilt D15B7 head, the cat has been changed at some point (when I don't know). When I got the car it had almost 3/4 tank of gas but not knowing the condition of the gas I added a can of seafoam.
So when I went to smog it I had driven down the freeway about 10 miles at 65 plus and then about 3 miles side street to the shop, the smog guy left it running while putting in my info. I know the timing is off and I will be adjusting that and I have since read that the seafoam probably didn't help as far as smog goes, but are those enough to make my NO & HC that high?
Where do I start? after adjusting the timing and running the seafoam out.

The unknown octane/brand old gas with sea foam is not helping you one bit.
At that point, you need to retest with fresh unadulterated fuel - preferably mid or low octane like 89. 91 requires more of an engine to get clean combustion.
It would be a good idea to run the seafoam completely through as it can help clean up the valves, but if you can't drive it on the streets, then it's probably not worth risking the ticket.
Drain the tank and go at it again.

Of course, you probably want to first set your timing to OEM specs. And obviously get fresh fuel in there. If you do that, and STILL have trouble passing then try to retard your timing.
Thanks for the input! DMV gave me a moving permit until the end of the so I will have a chance to run the gas out it..
I have another question, I was trying to set the timing but how do you know if the jumper is doing anything? Does the idle raise or anything?

The jumper disables the,electronic ignition advance. Without the jumper in, you can rotate the distributor and the ECU tries to correct your timing so you can never get it right. Looking at the marks with a timing gun is hopeless.
Put the jumper in and rotating the distributor lets you see the timing marks move accordingly.

I just realized that I missed a post. My cel does not come on when I'm connected to the jumper. 91 sedan the jumper is the blue 2 wire connector on passenger side kick panel correct?
