can't pull codes help please!

cel is on, tried to pull codes but won't blink just stays solid. also the car starts to stall at 4k rpm and have to shift. any help or advice would be great thanks.

the vehicle is 93 civic dx 3door, with a b18b1 stock and a chipped ecu...sorry forgot to post info
