running lean and 02 voltage codes only with lights on

ok i hate this car and am going to sell it but i have to get it up to par first.
2000 ex with a b20 swap. its running off a p75 with a bump in fuel pressure. all stock otherwise.
with the lights on and light cruising usually below 3000 rpm it goes lean like 17-18:1 (yes i put a wideband in it to find out exactly). with the lights off it is not an issue. codes that come back are 0136 and 0138 which were like o2 voltage for both sensors
also, the eld in this car is annoying, and noticeably dims the lights below 3200 rpm, but does not throw a code.
in my wisdom i replaced the front sensor, since its the one thats responsible for fueling. no help. any experience here? its getting dark earlier by the day and the lights will need to be on

B20s run lean at cold start and wot off a p75 and stock pressure. Few splices here and there in the factory harneas but its all soldered and heatshrinked.
I think I found the problem yesterday the power wire going to the rear o2 in the little subharness behindvthe center console had a rip in the sheath. I heat shrinked it then taped the wires all up and shoved them in some plaatic loom. See if it helps. ..
