Yes, it's an IAT. If you have a 96-00 civic, the functional IAT is in the intake elbow and the white one is just there to plug a hole.

To add to B_serious, you will need to extend the harness to reach this spot. If you are using an OBD1 ECU, this is where it will expect that sensor to be. I suggest you use this position for IAT.
