Icon2 94 Accord LX F20B Rev limit problem

I have a 94 Accord LX that I put an F20B in. The engine runs but it acts like it hits a rev limiter at about 4000rpm. It does it in neutral and in every gear (well I haven't tried reverse ha). Any ideas on what could be wrong? I have a P28 ECU with a basemap chip for my car setup. The CEL is on but it will not flash a code. It just stays on solid. I have tried other ECUs and it does the same thing. The car drives fine as long as I don't try to go over 4000 RPM. The engine is stock other than a Skunk2 intake manifold and an AEM short ram air intake (still have to do the exhaust). Fuel pump was changed and spark plugs have been changed. Any help would be greatly appreciated.
