Default Timing Advance D15B

What could be some reasons why i have to advance my timing all the way in order to get my engine to run right? Rebuilt engine with new timing belt. Just reinstalled belt after lining up bottom marks and cam gear, same thing. Nothing changes. Im stumped? Thanks

Your ignition timing is off unless your distributor is fully advanced?
If your tdc marks are all aligned correctly, it may be that you're not tensioning the belt correctly.
