Dash Lights all stay on, no start
My dash lights all come on (CEL, oil, battery) but do not turn off after a couple seconds. They do turn off when the key is not in the ignition. Then the car will not start, but turns over fine. I'm currently searching for the cause online. Any suggestions would be greatly appreciated.
I'm actually in the process of moving today, so it sucks that it won't start after I got it packed.
The car has sat for about a week.
I've tried:
1- Reseting the ECU
2- Checked the thermostat housing ground
3- Checked my oil level (fine)
4- Listened for Fuel Pump, heard nothing
It was converted to OBD1 about a year ago, haven't had an issues pertaining to that at all. I read through this thread here:

I hope my ECU isn't bad.

Is my only option to pull the main relay and check it like this:

So the main relay checks out. There aren't any connections that lack continuity. I opened the service port on top of the fuel filter and cranked it. Nothing came out. Would this be fuel pump? Is there a relay/fuse specific to this?

I have the first click. I did not believe I had a second. I grounded the black/green wire to a bolt under the dash. I could hear the fuel pump prime after this. Does this mean I have a failing fuel pump ground?

The PGM-FI Main Relay will click three (3) times when you turn on the ign. switch..
The first click is the fuel injector relay turning on, [controlled by the ign. switch].
The second click is the fuel pump relay turning on, as mentioned it is very close to the first click and can easily be mistaken as part of the first click, [the fuel pump relay is controlled by the fuel injector relay and the ECU/ECM].
At the same time as the first two clicks of the PGM-FI Main Relay are happening the CEL will turn on and the fuel pump should prime, this obviously is not happening so let's try this...
Make yourself a jumper lead, [scrap piece of wire] strip insulation off each end, [1/2"]. With the PGM-FI Main Relay plugged in, stuff one end of jumper into back of plug, [wire end] that has the green/black lead, [ECU/ECM fuel pump relay control lead] turn ign. on with for first click from PGM-FI Main Relay, then ground the other end of the jumper, you should feel the "second" click, [fuel pump relay turning on], let me know what happens. 94

I guess I didn't mention that. I opened the service port on the fuel filter, put a rag over it, cranked the motor. Nothing at all. I've done this before (on accident) and seen fuel squirt all over the place.
Is it the ground between the fuel pump and the main relay?

So I've finally gotten all my stuff moved and I plan on taking a look at my car this weekend. When I regrounded the back of the main relay (to metal under the dash), I could hear the fuel pump prime. Does this mean I need to rerun a wire between the main relay and ground (thermostat housing) or I need to rerun the wire from the fuel pump to the main relay?
