Default Loose steering column surround?

You know, the 2 piece thing that goes around the steering column (top and bottom piece). There are 3 screws (2 in front of bottom, and 1 in the rear of the bottom), but no matter how tight I have those, the top piece seems to be always loose and has a lot of play. Anyone know how to fix this?

top piece is only held in place by plastic insertion prongs if I recall correctly, so it doesn't matter how tight the bottom piece is screwed in. Check your plastic pieces and see if they are still in tact.
