Default Ignition Switch Won't Go To Accessory

Just bought a 1998 Accord LX 4Dr Auto and am really liking the car and this forum.

The problem is that the Ignition switch won't rotate to the ACC position. It's also a lot sloppier about locking the steering wheel than other cars (doubt it's normal for Hondas either, just don't have experience with them).

Could this be related to the recall for switch assemblies that wear prematurely?

I looked up the VIN on Honda's site (thank you FAQ) and it shows this one as not having been fixed.

Is Honda still fixing these at no charge?

If it shows the VIN as having an open recall, it will probably be fixed for no charge.
