What are your goals??

How do you expect anyone to give you advice if we dont even know what you are trying to do?

Obviously overhauled is better than used, thats my opinion though, overhauled means 0 miles

Thats BUllshit. your friend is talking out a *** with no brain. if you overhauled a engine and do it right there is no reason why it wouldnt last 200k miles or more. half *** it and your just wasting money. but this is very important. what engine are you overhauling? if its a D15b2 or some other low grade gas saver then dont bother they are a all over and your better off just buying another used one from wreck yard. if you are going to do a engine replace. if your going to do it for performance then i would buy a performance engine with low miles. if you buy one with high miles expect to do a rebuild. porfmance engines in honda/acura's get abused readily. the reason why most go for sale is because the car was being abused and someone went sideways into something. dont just take advice from one person there is entire librarys worth of information out there on this subject and what engines are worth your time and money and all kinds of builds/swap for money. but my advice is to read up find out what you want then go for it but be realistic with a budget. if ur going to do a swap for 1500 then make sure you have a extra 1000 for parts mounts tools or what ever you need to make it work. dont slack it dont half *** it you will regret at the end and try to drop your ride on someoneelse with a big loss. be patient and do it right.
