Hello, I have a 2000 Civic right now with a JDM D15b Vtec in it. It's wired with the stock non-vtec harness the car came with, and has the IACV wire conversion as well as the Vtec wiring manually done to the ECU. I also am using a Jumper harness to jump my OBD2B harness to my OBD1 P28 ecu. If I were to put it into a 96-98 I would use the harness in the 96-98 and then do the same IACV re-wire as well as wire Vtec manually to the ecu. I'd also buy the OBD2A->OBD1 jumper. Would the only other thing I need to do is buy a OBD2A Distributor?
