Default V-AFC on obd2 cars

A guy at a shop told me that the V-AFC wont control VTEC on our 00 Civic Si since its obd-2, never heard that before. Is it true?

That guy needs to go back to school. V-AFC's control VTEC on tons of OBDII cars.
