Default Gsr fuel pressure issue

So my fuel pressure is pretty high up there from a cold start. Not sure if this is normal. With the fpr hose connected, psi is at 69 and with the hose disconnected and pinched off, it is at 79. The manual calls for 48-55 psi with no hose and 39-46 with connected hose. When motor is at normal temps, psi is about 57 with no hose and 48 with hose. Not sure if the pressure gauge is faulty because when i shut off the motor, the gauge doesn't return to 0 (not sure if its supposed to).

My question is is fuel pressure supposed to be that high at a cold start? Cause it sorta goes back to normal when the engine is warm.

I'm using a oem gsr fpr, AEM fuel rail and B&M fuel pressure gauge. (I only have the aem rail because it had the fuel pressure gauge on it)
Motor is stock with basic bolt ons swapped into a crx.

no thats to high. try swapping out a regulator if you have one..
although i have seen the b&m gauge go bad on several occasions
