Default Vtec not working

Hi honda-tech I am almost out of ideas. Here is what I got.
96 civic hatch converted to 5speed, obd2 to obd1 jumper harnes, chiped po6 ecu ( whit my old h22a dyno tuned map ), h23a dohc vtec blue top.
The engine drives smooth when drive normal but when I step on it the car Boggs out then picks up. I have a check engine light whit code 21. Currently I found out my speed sensor not working and I still have the old automatic cluster. I have put 12v to the solenoid and it does click. I have also hooked up the solenoid straight from the ecu. Let me know what u guys think

^DING

If ECU doesnt see the signal from the VSS, it assumes you're sitting still. VTEC operation does have parameters, and a rolling speed is one of them.
