2000 was the first year integras had immobilizers in the ECU. A chip in the key communicates to the ECU to allow the car to start with ONLY that key.
Ironically, my 2001 CDM RS key could open the doors to my 2001 ITR and crank the car. Obviously it wouldn't let the car start because...wrong chip. I've also been able to open my civic door with a random accord key when I locked my keys in it. So...it took Honda quite a while to get into immobilzer keys considering that it seemed like they cut the same key for everything.

OP, yes, 2000 and 2001 are the only years the US Integra had an immobilizer.
EG maybe. If you're planning to implement the dc2 immobilizer you'll have to install all other thing, including emissions related stuff.
this is a non immobilizer cylinder assembly, guess "EK's" have chip keys? I don't think my old CDM 99 dx did tho the key was very thin

I think that certain uk models had the immobilizer and a learning/programming key (or red key to program new key). But to go through all that trouble to add immobilizer to a civic can still be bypassed. I will not state how but if any other member wants to chime in be my guess. What I would advise is to get an alarm with all the bells and whistles including tilt sensor, glass breaking sensor and a backup battery. Make sure you know what to disable because that can also save you some trouble. With the 96-00 civic models the main relay is actually in a good spot because you have to take out the glove box to get to it so that takes time while the alarm is going off, thats a hint.

Civics didn't get immobilizers till 01 (EM2).
Who cares what it fits? If you're selling it, just say what it's from.
