Icon2 89 VSS Problem

I have an 89 STD hatch that has a 94 GSR swap. I am running a P28 chipped ecu and it has launch control. The problem I have since the swap is that the car thinks it is at 0 mph no matter what my speed is so I can't rev past 5,200 (which is what launch control is set at). Also the tach doesn't work on the cluster either. I have a cable driven speed sensor swapped into my trans and the speedometer works fine but apparently the vss isn't sending signal. What can I do to get this vss worked out?
