I have a 96 civic lx d16y7 stock motor. And I'm having some bugs that I can't figure out.

1st issue shown tach started going crazy. It shows pinned at idle, bounces around from normal to 2k off to 5k off to off the charts all while the car is running normal. So it's only the cluster showing the issue not the motor. Then I got a p0135 code. Changed o2 sensor and this didn't fix it. Tested and I have ground but no 12v. Now the car bogs once in a while maybe hesitates is a good word for it... But it only happens once in a while between 1500 and 5000 rpm. It happens when light throttle and up, but stops at full throttle.

I've replaced the 02, plugs, wires, cap, rotor, fuel filter and fuel pump. Checked fuse 15
