Trying to replace my headlight bracket but have reached an impasse. the two bolts inside the bracket (with the little teeth facing towards the headlight) do not come out of the old bracket. is there a specific way I should be going about it before I destroy them?

92 civic hatch. There's a small washer-like piece on the opposite side holding it onto the plastic but it doesn't seem to have any way of removal

 

Did you remove the bumper?

 

i think he is trying to remove the adjuster bolts from the back of the headlamp....
