OPDS fault code 15-3 means what?

My 2000 accord EX, the SRS light stays on. Honda says I need to replace the occupant detection system and sensor -- very expensive. Car is over 10 years old so no warrantee. Does light on mean whole SRS system is not working? Is there a way to disconnect the system?

The OPDS unit is in the front passenger seat. A faulty OPDS unit may possibly prevent the passenger side airbag from deploying in an accident.

It is not very difficult to replace. You can pick up a new one from an online Honda dealer for about $150 + shipping.
